INDONESIA merupakan negara dengan kasus cyber bullying atau kekerasan siber tertinggi di dunia. Hal itu disampaikan oleh Yulia Dian Candra Kusuma, Social Media Specialist, Writer sekaligus Content Creator.

Berbicara dalam acara webinar Gerakan Nasional Literasi Digital 2021 wilayah Maluku Tenggara Barat, Maluku, Senin (25/10/2021), Yulia mengatakan berdasarkan dari APJII atau Asosiasi Penyelenggara Jasa Internet Indonesia, bahwa 49 persen dari 5.900 responden pernah mengalami perundungan online atau cyber bullying di internet.

Salah satu contoh dari perundungan online itu sendiri bisa dimanifestasikan dalam bentuk komentar di media sosial. Kata Yulia, itulah mengapa pentingnya bersikap berhati-hati saat berkomentar di dunia digital.

Secara garis besar, Yulia menjabarkan ada beberapa mindset yang harus diterapkan saat menyampaikan komentar di media sosial. Mindset tersebut di antaranya kebebasan atau hak berpendapat harus dibarengi dengan rasa tanggung jawab.

“Mindset lainnya, ingat bahwa berkomentar buruk bisa menjadi jejak digital kita,” tambahnya.

Selain itu, pengguna digital juga kerap menuliskan pendapat tanpa kontrol, bersikap spontan, serta menulis isi pikiran tanpa filter. Itu semua dilakukan dengan perasaan bebas menyampaikan pendapat atau berlindung di balik akun anonim.

Tak sedikit pula, lanjut Yulia Dian, warga internet atau warganet yang menyampaikan komentar tapi tidak relevan. Bahkan ada juga yang berkomentar tanpa membaca terlebih dulu berita, hanya karena terpancing judul klik baik, yang disebabkan oleh budaya baca yang rendah.

Padahal, jika itu semua dilakukan, fitnah, hoaks dan ujaran kebencian yang masuk kategori perundungan online, memiliki dampak di mata hukum.

“Ada UU ITE jika menyebarkan fitnah, hoaks dan ujaran kebencian di dunia digital. Hukuman penjara paling lama 6 tahun dan denda palinv banyak Rp1 miliar,” tambahnya.

Hoaks Layaknya Virus, Menginfeksi dengan Cepat

Lalu, siapa saja orang yang terancam hukuman tersebut? Lebih lanjut, Yulia Dian menyampaikan poin-poin dalam UU ITE atau Undang-undang Informasi dan Transaksi Elektronik.

Pada UU ITE, pasal 27 ayat 3 disebutkan, setiap orang dengan sengaja dan tanpa hak mendistribusikan dan/atau mentransmisikan dan/atau membuat dapat diaksesnya Informasi Elektronik dan/atau Dokumen Elektronik yang memiliki muatan penghinaan dan/atau pencemaran nama baik.

Sementara dalam UU ITE, Pasal 28 Ayat 1 disebut,  setiap orang yang dengan sengaja dan tanpa hak menyebarkan berita bohong dan menyesatkan yang mengakibatkan kerugian konsumen dalam Transaksi Elektronik.

Dan UU ITE Pasal 28 Ayat 2 yang berisi, setiap orang dengan sengaja dan tanpa hak menyebarkan informasi yang ditujukan untuk menimbulkan rasa kebencian atau permusuhan individu dan/atau kelompok masyarakat tertentu berdasarkan atas suku, agama, ras, dan antargolongan (SARA).”

Terakhir, Yulia Dian sangat mengimbau masyarakat untuk memutus mata rantai kebiasaan komentar buruk tersebut dengan berbagai cara seperti balas komentar dengan bijak dan sopan, balas dengan pesan pribadi, tutup kolom komentar dalam postingan, memblokir akun yang menulis komentar buruk, dan terakhir, abaikan.

Gerakan Nasional Literasi Digital 2021 – untuk Indonesia #MakinCakapDigital merupakan rangkaian panjang kegiatan webinar di seluruh penjuru Indonesia. Kegiatan ini menargetkan 10 juta orang terliterasi digital pada tahun 2021, hingga tercapai 50 juta orang terliterasi digital pada 2024.

Kegiatan ini merupakan bagian dari program Literasi Digital di 34 provinsi dan 514 kabupaten dengan 4 pilar utama. Di antaranya Budaya Bermedia Digital (Digital Culture), Aman Bermedia (Digital Safety), Etis Bermedia Digital (Digital Ethics), dan Cakap Bermedia Digital (Digital Skills) untuk membuat masyarakat Indonesia semakin cakap digital.
