DENPASAR, kanalbali.id –  Total jumlah pemilih ODGJ di seluruh Indonesia pada Pemilu 2024 adalah 264.594 orang. ODGJ diperbolehkan memilih sejatinya mulai sejak lama yakni pada Pemilu 1955. Hanya saja setiap Pemilu tiba, isu ini selalu menjadi pro-kontra di masyarakat. Padahal, ODGJ adalah warga negara Indonesia yang mempunyai hak politik sama seperti warga non-disabilitas.

Adapun di Bali  berdasarkan data dari Komisi Pemilihan Umum (KPU) Provinsi Bali, pada Pemilu 2024 tercatat 4955 pemilih dari kategori penyandang disabilitas mental di seluruh Bali.

Di Kota Denpasar sendiri terdapat 358 pemilih ODGJ; di kabupaten Jembrana 457 orang; kabupaten Tabanan 702 orang; kabupaten Badung 653 orang; kabupaten Gianyar 760 orang; kabupaten Klungkung 319 orang; kabupaten Bangli 372 orang; kabupaten Karangasem 631 orang, dan kabupaten Buleleng sebanyak 703 orang.

Ketua KPU Provinsi Bali I Dewa Agung Gede Lidartawan menyebut, data tersebut merupakan hasil pendataan lapangan Pantarlih atau Petugas Pemuktahiran Data Pemilih yang datang langsung ke rumah warga guna mencocokkan data pemilih sesuai daftar pemilih tetap (DPT).

“Sistem yang digunakan adalah Coklit atau Pencocokan dan Penelitian,” ucapnya singkat.

Ia menambahkan, khusus bagi penyandang disabilitas mental atau orang dengan gangguan jiwa (ODGJ) bisa ikut Pemilu 2024 jika memenuhi kriteria berikut: 1) ODGJ tidak permanen mengalami gangguan jiwa, atau bisa sembuh dengan pengobatan dan perawatan. ODGJ yang permanen atau tidak bisa sembuh tidak diperbolehkan ikut Pemilu karena dianggap tidak memiliki kemampuan untuk memilih secara rasional; 2) ODGJ memiliki kartu tanda penduduk (KTP) dan terdaftar dalam daftar pemilih tetap (DPT).

Dikatakan Lidartawan, hak pilih bagi ODGJ ini sejalan dengan UUD 1945 dan UU HAM yang menjamin hak setiap warga negara untuk dipilih dan memilih dalam Pemilu, termasuk penyandang disabilitas mental. Hak pilih ini juga sesuai dengan UU Kesehatan yang mengatur bahwa penderita gangguan jiwa berhak mendapatkan perlindungan hukum dan kepastian hukum.

“Implikasi hak pilih bagi ODGJ bagi demokratisasi di Indonesia adalah memberikan kesempatan yang lebih luas dan inklusif bagi seluruh warga negara untuk berpartisipasi dalam menentukan nasib bangsa,” katanya.

Tambah dia, hak pilih ini juga menunjukkan bahwa negara menghargai dan mengakui hak asasi manusia dari ODGJ sebagai bagian dari masyarakat Indonesia.  “Hak pilih ini juga bisa menjadi motivasi bagi ODGJ untuk sembuh dari gangguan jiwa mereka dan berkontribusi dalam pembangunan nasional,” ujar Lidartawan.
